Public Manifesto and Announcement of the Development of the International Movement of Impacted Populations
by International Movement of People Impacted by Dams, Socio-environmental Crimes, and the Climate Crisis

Gathered in Belém, in the Brazilian Amazon, for the IV International Gathering of Communities Impacted by Dams and the Climate Crisis, after having held continental gatherings in Africa, the Americas, Asia, and Europe, involving organizations from more than 60 countries, we declare the following:
1. In all countries, we must work to gain unity and understanding of the struggle, and to organize impacted populations.
2. We consider the current hegemonic mode of production to be our enemy. This current mode of production is causing an exponential increase in the number of people impacted or threatened by projects, by policies that favor the accumulation of wealth in the hands of a few, and by the imminent climate crisis.
3. In consideration of this dramatic reality, we decided to build an International Movement of People Impacted by Dams, Socio-environmental Crimes, and the Climate Crisis. We intend to be a strong mass grassroots movement, with local, regional, and national realities and identities, that responds to the specific needs of impacted populations in order to build a popular energy project that fights to transform all of society’s unjust structures at their root.
4. Our fight is against all forms of exploitation and oppression of all peoples who labor and produce wealth. The character of our struggle is anti-capitalist, anti-imperialist, anti-racist, anti-patriarchal, anti-LGBTphobic, and anti-colonial.
5. The Movement’s political message formulates the horizon of social transformation, the achievement of rights, and suitable environmental sustainability.
6. We will persist in the national development of the Movement in each country, with the protagonism of the impacted populations, intentionally including the participation of youth and women.
7. Internationalist solidarity will be a basic tenet of our actions.
8. We will encourage teaching by example as the best way to convince people to participate in organizing and in our fights.
9. An initial coordination team will create a systematic program based on popular education to train activists and leaders.
10. We will strengthen our work by building alliances with forces and organizations that share the same goals.
